Foster care private agency under investigation

This is important for families/individuals:
Families who are being investigated by CPS are trusting the organization and the state to place their children with responsible people while they are going though the investigation. Because the main goal of CPS is to keep families together, many people are probably under the impression that they will have their children returned to them. The parents that are under investigation should not have to worry that their kids will be harmed and even more importantly, kids should feel safe in the homes they are being placed in.
My view:
It bothers me that the state has been lenient in their approval process. In no way should misdemeanors and kidnapping charges have been looked over. In this case, the death of that toddler is indirectly the fault of the state. The woman who was providing care for the girl holds primary responsibility as her actions caused the death of the child. The state is to blame only because they allowed that child to be placed in that particular home in spite of their many issues.
I am glad that the state has taken action against the private agency, they should not be housing children as long as their screening process is flawed. The children that have already been placed in homes through that agency have not been placed elsewhere and I understand that doing so could be a huge inconvenience, but I feel that because this agency has developed such a bad reputation, those homes should at least be checked on. It is a shame that this particular family can never be reunited because of the actions of the foster family; it is unacceptable.
