2.    Category of Problem: Public Intoxication
3.    Level of Problem: Local
4.    Article Concerns: Houston has built a place of refuge for police officers to take people in who would essentially be arrested for public intoxication.
5.    Affects on families/individuals: This highly affects the individuals that would possibly be arrested for public intoxications. This also affects the police officers that would be making the arrests.

6.    My concerns: I think that this place of refuge is a great idea to bring in people and let them sober up. This not only gives those people a second chance and keeps them from getting in trouble it also frees up jail space for the real criminals. It allows officers to get back on the streets faster instead of having to go through the process of filling out tons of paper work. I also like the fact that this place is not for people that are getting in trouble for DWI’s. DWI’s are a much more serious offense than PI’s and they should be handled differently. Overall, I think that this is a great idea and that it is something that all major cities should have.
